OVERVIEW

On September 16, 2007, U.S. Secretary of Energy Samuel Bodman chaired the second Global Nuclear Energy Partnership Ministerial. As a follow-on to the first successful ministerial in May, 2007, this meeting marked the expansion of the partnership to 16 countries as well as the unanimous adoption of the Global Nuclear Energy Partnership Statement of Principles.

With the expansion of this ground-breaking partnership, GNEP now represents every region of the world, as well as states at every stage of nuclear power development. This broad based approach to partnership seeks to ensure a viable and durable framework to make the stated goals a reality.

The GNEP Statement of Principles represents an unheralded agreement coalescing around the expansion of nuclear power across the globe. The accord establishes the framework to ensure that any partner nations choosing to pursue the environmental and economic benefits of nuclear power can rely on this partnership for infrastructure and technical support as well as comprehensive fuel services which present a viable alternative to developing sensitive fuel cycle technologies for states that do not already employ them and minimizes the risk of proliferation.

GNEP seeks to bring about a significant, wide-scale expansion of nuclear energy, and to take actions now that will allow that vision to be achieved while decreasing the risk of nuclear weapons proliferation and effectively addressing the challenge of nuclear waste disposal. GNEP will advance the national security interests of the United States by reinforcing its nonproliferation policies and reducing the spread of enrichment and reprocessing technologies, and eliminating excess civilian plutonium stocks that have accumulated.
